Our Strategy team advises amongst the most senior public services leaders on strategic decisions and implementation. Common across our portfolio is a need to solve complex strategic challenges through a robust analytical understanding of the challenge and solutions. This covers a range of topics including financial appraisal, cash flow modelling, financial recovery and planning, economic assessment, service user flows, population health needs, market sizing, contracting arrangements, and more.

We have delivered engagements of this type in health and life sciences, and in higher education. We consider this to be a significant area for strategic growth and are looking for specific expertise and experience to build our capability for delivering strategy work. We are always looking to improve our impact by innovating and using new approaches and tools.

Background

The Strategy business unit currently contributes approximately 50% of The PSC’s income and continues to experience robust growth. In response to this continued increase in demand for our expertise, we are looking for a Senior Manager to join the business unit to with us on our most complex financial and analytical projects.

This is an exciting role for an experienced consultant, ideally with public sector expertise who has a passion for strategy and a desire to help our public services to make the best decisions they can. The Senior Manager will lead client projects and teams of consultants, working closely with the Partners. The Senior Manager will report to the leadership team.

Responsibilities

1) Leading the Delivery of Client Engagements

    • End to end leadership of client projects, providing detailed analysis, strategic implications for decision makers, and quality assurance.
    • Take the lead on projects and / or workstreams where there is a significant and complex financial or analytical element to them and help teams structure work to solve such client challenges. Examples include: modelling service activity, income statement impact, cash flow forecasts, balance sheet projections, and appraising options (e.g. NPV, payback). You will be confident at QA’ing analytical models built by your teams and drawing insights for an executive audience.
    • Gain a deep understanding of the challenges our clients are facing, establish “trusted advisor” relationships with client sponsors and senior leadership including at board level. Anticipate client needs and develop appropriate solutions, always ensuring that you take people with you.
    • As a trusted partner and advisor for our clients, manage day to day interactions, working through complex challenges and influencing with integrity to achieve the most appropriate outcomes.
    • In the delivery of client work, review and synthesise large amounts of complex data to inform your strategy recommendations, applying your experience to make creative, practical and thoughtful decisions that are in the best interests of the client.
    • Lead, mentor and support teams of more junior consultants on client assignments, modelling best practice and empowering them to succeed.

    2) Developing Business

    • Helping it to achieve its annual targets through support of marketing and business development activities, working closely with the Partners.
    • Be responsible for contributing to the enhancement of existing client accounts by identifying and following up on sell-on and account development opportunities
    • Proactively develop and maintain a strong and highly effective network of personal contacts, by whom you are trusted, within the public services based on successful delivery of engagements.

    3) Growing The PSC

    • Contribute to the strategy and vision of the business unit and its offering, initiating, and leading on projects to drive internal improvement.
    • Working with lead Partners, be responsible for the training and development of consultants who work on strategy projects, and contribute to plans to build the analytical and financial skillsets required to deliver on projects with a financial element to them
    • Develop others within The PSC team, training and mentoring less experienced consultants, sharing expertise and experience and providing constructive feedback to colleagues.
    • Contribute to maintaining and building the internal culture of The PSC, promoting our values and positively influencing colleagues.
    • Contribute to the recruitment process through referrals, interviewing candidates (up to manager level) and making hiring recommendations.
    • Contribute to the development of relevant practice methodologies.

    Person Specification

    Experience

    • Previous experience in a consultancy, or similar, with responsibility for leading client projects or large workstreams. You will have been managing the day-to-day client relationships and supporting business development.
    • Have a proven track record of delivering analytical and strategy projects, including working across organisation and sector boundaries.
    • Experience in UK healthcare preferred or other areas of public services, delivering strategic change.
    • Experience of contributing to strategy projects in the public sector with the ability to drive insight in a broad range of situations. This will include business case development.
    • Demonstrable experience of generating sell on work and repeat business within clients based on successful delivery.

    Skills

    • Ability to develop and rigorously test hypotheses, identify problems, perform root cause analysis and present solutions within complex systems and environments. Superb eye for detail.
    • Strong analytical skills and an ability to help the team to deliver analysis effectively – including overseeing the delivery of projects that consider analysis such as cash flow modelling, financial appraisal activity. To achieve this a background in corporate finance or a closely related area is essential to provide the quantitative and qualitative expertise that is required.
    • Exceptional communication and influencing skills with the ability bring about change in large, complex organisations.
    • Ability to build both senior level and frontline relationships, positioning yourself as a trusted advisor and expert.
    • Interpersonal skills, emotional intelligence, and the ability to engage directly with frontline teams.
